Phillip Frost

The most consistent insider buyer on Wall Street.

Dermatologist turned pharma serial entrepreneur. OPKO Health chairman. IVAX founder. Miami Beach civic patron. Filer of more Form 4 purchase reports than maybe anyone else with a public ticker next to his name.

For Mike

Mike Stern told me he knows this guy.

So obviously I built him a website.

Mike — pass this along to Phillip if you ever get the chance. Janet too. Built with affection. — Glen

The Phillip Frost Story

Three companies, one improbable arc, and a lifetime of buying the same stock.

Phillip Frost was born in Philadelphia in 1936 and trained as a physician. He was a working dermatologist before he was a pharmaceutical billionaire, and the medical lens never quite left the business. He bought into a small drug company in the early 1970s and renamed it Key Pharmaceuticals. The product that defined Key was Nicoderm — the nicotine patch — a household-name innovation in smoking cessation. Schering-Plough acquired Key Pharmaceuticals in 1986 for roughly $835 million.

The second act was IVAX Corporation, which Frost built into a global generics powerhouse with manufacturing across multiple continents. In 2006 Teva Pharmaceuticals — already the largest generic-drug company in the world — acquired IVAX in a deal valued at roughly $7.4 billion, instantly making Frost one of Miami's most prominent operating billionaires.

The third act is OPKO Health (NASDAQ: OPK), where Frost has served as chairman and CEO since around 2007. OPKO is a diagnostics-and-pharma hybrid, and Frost is by far its largest holder. The unusual part is the insider-buying record: Frost has filed SEC Form 4 reports on OPKO at a cadence almost no other sitting public-company CEO matches. He is, by the public record, one of the most consistent insider buyers on EDGAR.

Off the balance sheet, the Frost name is on a Miami science museum, a University of Miami music school, an FIU art museum, and a building at Albert Einstein College of Medicine. Patricia and Phillip Frost's art collecting is serious-collector serious. The Miami Beach billionaire archetype that everyone else is doing impressions of — Frost is an early original.

“A Philadelphia dermatologist becomes one of the most prolific insider buyers in SEC history.”

The whole career, in one sentence.

Why Frost is Interesting

The career is improbable. The buying pattern is unique. The philanthropy is generational.

He buys his own stock. Always.

Phillip Frost has been filing Form 4 insider purchase forms on OPKO Health on a nearly weekly cadence for almost two decades. Most CEOs sell. Frost buys.

Three drug companies. Two sold for billions.

Key Pharmaceuticals (Nicoderm) → Schering-Plough in 1986 for roughly $835M. IVAX Corporation → Teva in 2006 for roughly $7.4B. OPKO Health is the third act.

His name is on a museum.

The Frost Museum of Science (Miami), the Frost School of Music at the University of Miami, the Frost Art Museum at FIU. The Frosts give like a family that meant it.

Started as a dermatologist.

Trained as a physician in Philadelphia. Practiced dermatology. Then built a generics empire that eventually got acquired by Teva. The improbable arc is the whole point.

Miami Beach, all the way.

Frost is one of the original Miami Beach billionaires — pharma money, civic patronage, and an art collection that quietly anchors the city's serious side.

An art collector who actually knows the work.

Patricia and Phillip Frost's art collecting is institutional-grade. They don't decorate — they curate.

The 2018 SEC Matter

The career is not unblemished, and we're not going to pretend it is.

In 2018, the SEC charged Phillip Frost in connection with an alleged pump-and-dump scheme involving a set of small-cap stocks (including BIOZ, MGT, and MBOT). The matter did not involve OPKO Health.

In 2019, Frost settled with the SEC without admitting or denying the allegations. The settlement involved roughly $5.5M in penalties and disgorgement and a bar on penny-stock activity. He continued as chairman of OPKO Health.

We mention it because it's part of the public record. We don't dramatize it because we're not lawyers, the matter is settled, and this page is editorial — a tribute by way of curiosity, not a regulatory filing.

Now in development

“The Buyer” — a Phillip Frost biopic

A Philadelphia dermatologist becomes one of the most prolific insider buyers in SEC history — building three drug companies, selling two for billions, and never stopping the weekly Form 4 grind.

Logline above. Treatment in progress. The Frost arc is the rare American business story that pre-writes itself: the doctor, the patch, the generics empire, the Miami Beach civic era, the museums, the unbreakable buying habit.
