The parties in Sisti v. FHFA -- the case Chief Judge Sweeney relied on to say FHFA is a government actor -- have reached an agreement under which Freddie Mac will pay Ms. Sisti some money, she'll leave her home, and the debate about whether FHFA is or isn't a government actor is preserved for appeal. That agreement is memorialized in the stipulation attached to this e-mail message, which the parties ask Judge McConnell to approve.
