Judge Sweeney entered her opinion and order yesterday on the government’s motion to dismiss Mr. Angel’s third complaint filed in the Court of Federal Claims. A copy of the 37-page ruling is attached to this e-mail message. Judge Sweeney rejects Mr. Angel’s contention in Count IV of the third complaint saying he had a settlement agreement with the government and the government breached that agreement, and dismisses that count with prejudice. As to the other four counts contained in Mr. Angel’s third complaint, Judge Sweeney dismisses them without prejudice
