10 party that would prove the jurisdiction of this Court or that
11 would support it?
THE COURT: But if a
Plaintiff needs discovery to meet the jurisdictional allegations raised by the
United States, let them have it.

to wrap my head around the Government complaining
the following are two exchanges
with the government:

What’s your — what is your authority?
THE COURT: Well, then,
if you don’t know what it
is, then you’re just making it up as you go along.
MR. SCHWIND: We’re definitely not, Your Honor.
And –
THE COURT: Well, of course you are.
